There will be plenty of devastation and change wrought by Red Mountain and the Argonian invasion, but we can't expect the entirety of the Dunmer people to have given up for two centuries and not rebuilt anything - it's not like Vvardenfell was the most hospitable place even before the Red Year. But it's been two hundred years, and there are multiple references to new or rebuilt locations on Vvardenfell.

Long answer: We have every intention of showing a much more rebuilt Morrowind - the Telvanni are stated to only have holdings remaining on Vvardenfell, the Redoran are depicted attempting to rebuild Vvardenfell at least twice, and the other Great Houses are unlikely to allow the land to be dominated by those two, and evidence of all of this is planned for future releases - so stay tuned!
